The Intergovernmental Authority on Development is an African trade bloc established in 1996 that includes member states from the Horn of Africa, the Nile Valley, and the Great Lakes. It is the successor of a similar organisation founded in 1986 to combat drought and aims to strengthen cooperation between member states in matters of environmental development and control.
