It is a measurement of how effectively a leader is actually achieving their own personal and governance goals. It tracks a leader’s raw political momentum and their ability to outmaneuver opposition to execute their agenda.
- BLAZING: Unstoppable. Achieving all goals with zero effective opposition.
- HOT: Winning. Advancing the agenda despite standard political friction.
- MILD: Stagnant. Experiencing mixed results in a political tug-of-war.
- COLD: Paralyzed. Agenda blocked, but surviving day-to-day.
- FREEZING: Collapse. Total failure; facing removal, revolution, or prison.
