Why is he in the news? Indian Prime Minister Narendra Modi is facing an uncomfortable diplomatic test after India rejected the newly operationalised Pakistan-China Boundary Joint Commission, just days after his meeting with Xi Jinping. India’s ministry of External Affairs affirmed the commission has no legal basis and that India does not recognise the 1963 China-Pakistan Boundary Agreement. Meanwhile, Beijing and Islamabad say the commission will deepen cooperation on border management, joint surveys and cross-border movement.
Why do we care? Modi has spent the past years trying to rebuild India-China relations after the 2020 border crisis. During his meeting with Xi on September 12, the two leaders expressed “commitment to a fair, reasonable, and mutually acceptable resolution of the boundary question”. Shortly thereafter, China and Pakistan formalised a line that India doesn’t recognise. This contradiction presents a challenge where Modi must balance a China-Pakistan relationship he cannot control.
Why should you care? Modi’s problem with China sits next to the front door of China’s $62 billion China-Pakistan Economic Corridor (CPEC). The Shaksgam Valley is north of Siachen and connects directly to the wider geography through which China reaches Pakistan and the Indian Ocean. That makes this more than a dispute over a remote stretch of Himalayan territory: the same borderland India contests is part of the strategic geography underpinning one of China’s biggest overseas infrastructure projects.
Who else cares? Pakistani Prime Minister Shehbaz Sharif stands to gain the most from this border agreement and closer relations with China. In May 2026, both countries signed more than $7 billion in agreements and memoranda of understanding across IT, agriculture, energy, climate cooperation and industrial development. For Sharif, the border agreement is another piece in a broader strategy to lock Pakistan’s relationship with Beijing at economic, political, and strategic levels.
Any further comments? Modi may be thawing with China, but Beijing is definitely not freezing up with Islamabad.
