Why is he in the news? Yesterday, the Prime Minister of Poland, Donald Tusk, placed an order for three Swedish Saab submarines in an effort to expand the nation’s defense capabilities. The submarines are part of Poland’s Orka (Orca) Programme, a naval modernisation effort in response to growing concerns over Russian aggression in the Baltic Sea.

Why do we care? The approximately €4.2 billion defence deal comes amid uncertainty in the Baltic region. Following the start of the Russian invasion of Ukraine in 2022, Russia’s presence in the Baltic has grown. With reports of Russian shadow fleets, militarised LNG carriers, and breaches of territory in neighbouring countries, the acquisition signals Tusk’s push to strengthen NATO’s presence in the region, deterring further Russian incursions in a region that is increasingly a hotspot for undersea and hybrid threats.

Why should you care? The deepened ties between Poland and Sweden signal a broader shift in how neighbouring countries approach security as many European nations are reducing their reliance on the U.S. for defense by expanding regional capabilities. The deal is also part of a much larger buildup of tensions in the Baltic Sea. Russia’s expanding forces near NATO’s Eastern flank hold significant consequences on the international political stage, from global defense spending to energy security. This is particularly important considering the Baltic Sea’s role in shipping routes and undersea infrastructure Europe relies on. 

Who else cares? Swedish Prime Minister Ulf Kristersson cares as the deal marks a strategic win in a wider push for Sweden to lead Europe’s defense industry. Defense companies from Germany, Spain, Italy, South Korea, and France all submitted bids, but Kristersson’s win over the rival bidders displays how he is using Sweden’s new NATO status to turn regional ties into real, mutually beneficial defense contracts.
