Why is he in the news? Tin Maung Swe, Myanmar’s foreign minister, met with ASEAN for the first time in five years. Elections held earlier this year in Myanmar, kept the junta in power, repositioning it as a civilian-backed military government. Tin Maung Swe seeks re-engagement in future ASEAN meetings, hoping to overturn a ban imposed after the junta gained power.
Why do we care? Prior to Tin Maung Swe’s ASEAN meeting, Myanmar’s parliament rejected ASEAN’s Five Point Consensus Peace Framework (5PC) under the pretext of foreign influence. The framework outlines the actions necessary for Maung Swe’s government to restore ties with the bloc such as ceasing violence or allowing for humanitarian assistance. Despite ASEAN’s previous insistence that Myanmar make progress towards the five-point plan prior to reestablishing relations, Tin Maung Swe attended the meeting, marking Myanmar’s first engagement at foreign minister level with ASEAN in five years .
Why should you care? The Philippines now chairs ASEAN, succeeding Malaysia. Marcos with his “friends to all, enemies to none” approach directs the bloc towards re-establishing relations with Myanmar. The timing also coincides with the Philippines’ poor relations with China due to South China Sea disputes, pressuring Marcos to expand ASEAN’s influence and challenge China in another way.
Who else cares? Xi Jinping’s China is the only state to have sustained relations with Myanmar throughout the conflict. Before being appointed as Minister of Foreign Affairs, Tin Maung Swe was Ambassador to China, illustrating Myanmar’s prioritization of relations with China. China supports the junta government by providing military equipment, negotiating ceasefires, and managing diplomatic relations in order to ensure security on China’s border and to continue advancing China’s economic interests.
Any further comments? Aung San Suu Kyi, whose elected government was overthrown by the 2021 military coup, remains under house arrest. Tin Maung Swe assured that she is in good health, but her location remains unknown.
