Tuesday (June 16th): Starmer wants to ban Social Media for Under-16s

Why is he in the news? Yesterday, Prime Minister Keir Starmer announced a social media ban for children under the age of 16 across the United Kingdom. The ban will restrict use on major platforms such as Instagram, TikTok, and Snapchat, but will exclude messaging services, in an attempt to “give children their childhoods back”.

Why do we care? Together with Australian Prime Minister Albanese’s ban, and a similar discussion underway in France, Starmer’s ban shows the UK joining a growing global movement to regulate the digital wellbeing of youth. Although 9 in 10 parents back the ban, and £132.5 million have been introduced in funding for after-school activities, we hardly believe these measures alone will mend the damage left by a 70% decrease in youth-service investments over the past decade.

Why should you care? If the ban proves workable, you could see similar actions being taken by other governments. The ban reframes the responsibility for social media’s impact on mental health, shifting the discussion from a personal matter into something governments increasingly view as a national policy matter. Concerns over the ban’s implications on this leave us to wonder if these conversations should be negotiated leader to leader, or leader to parent.

Who else cares? As the Brits monitored the Australians, French President Macron is watching the Brits in his final steps toward a ban for children under 15. Starmer’s enforcement model, including managing VPN workarounds and age verifications, are being closely observed in France.

Any further comments? Though it is fair to wonder how much this move will matter politically for Starmer. With over 95 Labour MPs having called for him to resign, could this be one of his final major policies? Enforcement, meanwhile, falls on Ofcom, the UK’s communications regulator, and major platforms aren’t off the hook either as failure to implement suitable measures could cost them millions.
