Why is he in the news? Goïta launched yet another counteroffensive in Mali’s Gao region, responding to the ambush of a military convoy and the downing of a Mi-24 helicopter by the al-Qa’ida-linked Jama’at Nusrat al-Islam wal-Muslimin (JNIM) and the Tuareg Azawad Liberation Front (FLA) alliance. JNIM and FLA have retained offensive momentum in Southern, Central, and Northern Mali, advancing near Bamako and inflicting heavy losses on junta and Russian-backed forces.
Why do we care? The Trump administration is reportedly weighing direct military strikes against JNIM after the group killed 50 Malian soldiers this month, a striking reversal for an administration that campaigned on winding down foreign wars. Goïta now has to decide whether he welcomes these strikes from the U.S. or not, assuming his opinion is even considered.
Why should you care? With the Sahel further descending into militant paradise, the probability of the region being used as a staging ground for transnational terrorist attacks increases.
Who else cares? Morocco’s de facto Minister of Defence Abdellatif Loudiyi. Between 2023 and 2026, Moroccan security forces arrested Islamic State-linked logistics cells facilitating the movement of foreign terrorist fighters through the Southern Europe-Maghreb-Sahel corridor. At the same time Goita’s government has recently publicly endorsed Morocco’s plan for Western Sahara.
Any further comments? Another actor directly involved in the conflict dynamic is Islamic State-Sahel Province (ISSP), which currently holds control over the majority of Mali’s Menaka region. Goïta’s focus on repelling the JNIM-FLA offensive requires troop redeployment away from Menaka, decreasing pressure on ISSP and enabling a fresh attempt to overtake Menaka City, previously held by Africa Corps. JNIM and ISSP have been in direct confrontation, competing for influence in the tri-border area between Mali, Niger, and Burkina Faso. Continued contestation between these three armed actors, JNIM, FLA, and ISSP, subjects the local population to a triple threat.
