Why is she in the news? Mexican President Claudia Sheinbaum stated on July 9th that the Government of Mexico will pursue US criminal proceedings to investigate the deaths of Mexican nationals linked to the U.S. Immigration and Customs Enforcement agency (ICE). The request will be submitted to the US Department of Justice and state prosecutors’ office alongside civil lawsuits against companies that operate immigrant detention centers. These actions follow the death of Lorenzo Salgado Araujo in Houston during an altercation with an ICE agent.
Why do we care? In Sheinbaum’s own words, these measures “go beyond” the scope of diplomatic channels, questioning the integrity of ICE’s methods and the Trump administration more broadly . Despite 11 formal diplomatic protest letters to the US government and a complaint filed with the Inter-American Commission on Human Rights, the US response remains unsatisfactory to Sheinbaum. Her statements mark an escalation in tensions between the two countries.
Why should you care? Death rates in ICE detention facilities are at a historic high of 8.4 per 10,000. 70% of all people in custody do not have a criminal conviction and nearly 400,000 people have been booked by ICE. At least 52 have died since January 2025, 14 of whom were Mexican; others include Afghan, Vietnamese, Ukrainian, and Honduran nationals. Consequently, U.S. diplomatic relations as a whole are increasingly tested by this reality and Sheinbaum’s bid to hold Trump accountable is a novel way to approach ineffective diplomatic tools.
Who else cares? Lauren Bis, Acting Assistant Secretary for Public Affairs at the US Department of Homeland Security, has dismissed the claims made by Sheinbaum. She maintained that individuals in ICE detention receive adequate treatment and due legal process.
Any further comments? Since the beginning of the Trump administration, over 170,000 Mexican nationals have been detained, 13,000 of whom remain in custody due to their immigration status.
